Since 2014, when Grand Ayatollah Sistani called Iraqis to arms against ISIS, Iran has built the Popular Mobilization Forces (PMF) into a parallel military: dozens of Shia factions on Baghdad's payroll, taking orders from Tehran. The 2003 US invasion that toppled Saddam Hussein opened the vacuum Iran filled. Kata'ib Hezbollah, Asa'ib Ahl al-Haq, and Harakat al-Nujaba now sit inside the Iraqi state while launching drones at the 2,500 US troops stationed there under bilateral agreement.
Baghdad pays the militias attacking its own guests.
Trump cancelled a planned heavy strike package against Iran on August 3, citing Gulf partner pressure and adviser warnings about interceptor stockpile depletion, then reversed course on July 31 by vowing resumed heavy strikes to compel negotiations, leaving US coercive strategy without a defined endpoint.
It matters because the war continues to tie down the main belligerents, pull in outside backers, and shape the security balance across Middle East.
