The EU commands enormous economic weight as the world's largest trade bloc but has no unified military and strategic autonomy structurally dependent on the US security umbrella. Member states retain sovereignty over defense and foreign policy.

The gap is meaningful but not acute, similar in framing to Canada but at institutional scale. The EU formally commands enormous economic weight (largest trade bloc) but its de facto strategic autonomy is structurally dependent on the US security umbrella and Chinese supply chains simultaneously. The Trump II shock has accelerated gap-compression behaviors that were previously slow-walked: defense spending, supply chain diversification, autonomous intelligence capabilities. Direction is Narrowing because the policy response is real and moving, but the structural dependencies take years to unwind. The most interesting dynamic is the EU-Canada-India-Australia middle-power convergence — the same force-multiplier logic that drives Carney's strategy is also driving EU diversification. These actors are finding each other.

The EU's de facto strategic autonomy is constrained by two structural dependencies: (1) Security: NATO/US security guarantee underpins European defense. US rotational deployments reduced under Trump II; Europeans told to be ready for conventional self-defense by 2027. Germany, Poland, Baltic states accelerating defense spending but a credible autonomous conventional deterrent is 5-10 years away. (2) Critical minerals: ~70-80% of rare earth elements processed in China; battery supply chains China-dependent; semiconductor dependency on Taiwan. EU Critical Raw Materials Act (2024) targets reducing single-country dependency to <65% for strategic minerals, but supply chain diversification takes a decade. Active gap-compression: EU-Canada critical minerals MOU (uranium, critical minerals); EU-India partnership; defense spending commitments; BND operational expansion; European autonomous space surveillance (Luch satellite tracking).
